Fresh Piwik installation is missing any design

What I tried:
- Using different browsers/computers
- Delete and reinstall
- Re-down- and upload all files again with reinstall.

System:
- Ubuntu 16.04
- PHP 7.0.15
- MYSQL 5.7
- Plesk 17 (Onyx)
