Segmented data contains exclusions

Am I doing something wrong here? FYI in my setup I have more than one AND Download URL is not-condition, there are up to 16 conditions like that but they are all connected with AND operators so this shouldn't be the reason for why those visits still show up in the segmented data.

I'm on Piwik 3.0.4.
