It appears the composer tool is not yet installed - After Matomo 3.5.1 Update

I searched the source code on github for this error and found it was generated from matomo/testMinimumPhpVersion.php at 82a9b1b0a01dc20928d50134233e167f0116472d · matomo-org/matomo · GitHub
It seems it is looking for the autoloader.php inside the vendor directory, which btw. is there and accessible by the apache process.

Could someone help me understand this issue, does someone else have this problems?
