Duplicate VisitorID for different users

Hi,

When two users access from different PCs (same IP address, browser and OS), the same VisitorID is issued. What is the cause?
Is there any other way to deal with it?

I expected a different VisitorId to be issued.

Piwik version is 2.15.0.
