"The plugin UserId is not enabled" when calling UserId.getUsers from HTTP reporting API

From what I can tell, there is no UserId plug-in. Is that right? I couldn't find one on the marketplace. Also, I'm currently able to segment and pull UserId reports in the web GUI, so why wouldn't I be able to pull UserId information from the reporting API?

http://[site]/?module=API&method=UserId.getUsers&idSite=1&format=XML&period=day&date=today&token_auth=[token]

I'm running version 2.16.1. Any help would be appreciated. Thanks!
