Difference between Actions.getDownloads and Actions.getDownload

I ask because both the API's are returning the same results. I understand that the getDownload needs a parameter downloadUrl which is URL encoded and I am passing this parameter which I obtain from the getDownloads API..

I am also looking for information on who has downloaded the information, I don't seem to get it from the above API's. Are there any configuration changes that needs to be done on the site to capture this information.
