Site down - ## Class 'Piwik\Intl\Locale' not found

I have Matomo installed and all of sudden I got an error when trying to access the application:

Class ‘Piwik\Intl\Locale’ not found

how do I fix this?

I have made no changes on the system. It is on a shared web server hosted by IIS.
