I don't get it. All I want to do is run the setup wizard to specify my settings, create the tables and a config.ini.php. Instead, it seems like piwik directly tries to start up with the default setting of the global.ini.php... So what am I doing wrong? How can I run the setup wizard?
I even downloaded the latest version of Xampp to make sure it is no problem with the IIS or missing extensions. Same problem there on the xampp-apache. Tried PHP 5.6 instead, same problem. Tried the last 2.x version of Piwik, same problem. I am running out of ideas, please, anybody help me!

I know that this has been talked about before (I did a forum search first) but no solutions were given.
I'm trialling Piwik as I was let down by another stats package recently. If I am happy with it I will likely go Pro (or purchase premium options). It looks beautiful and the options are ideal for my purposes. However, it is reporting about 80-90% less traffic than Jetpack - some of which it definitely should be catching.
Does anyone have any ideas what might be going on?

With 403 HTTP status code. Obviously it isn't a real filesystem / Apache permissions problem, since /index.php can be accessed normally when any other website is selected. So it looks like the code is sending this status code somewhere.
This happens when selecting the website in the Dashboard section, as well as selecting it to manage access in Administration / System / Users.
We are using the superuser that should have access to everything, and anyway, not having access to a website redirects to the login page with an error message. I have searched the codebase for this HTTP status code and I haven't found anything.
I'm not sure what to look for. Any idea where the problem may be?

I´ve reseted the safari options file (deleted it) and deleted cache and the issue persists. Since Piwik was recently updated and there was written somewhere in the change log that it would be faster now, I suspect you guys messed up with the browser cache parameters in the app.
